Sirens in Beijing

One nice thing about Beijing compared to the states is that you rarely hear sirens. In the states (at least, in New Jersey) you constantly hear sirens racing by - at least once per day.

In China you almost never hear it.

Is it just local police departments in the states trying to justify their budgets? Or just showing off, or finding an excuse to drive through a red light?

It always seemed like if we were going to give police the right to break the law, we should at least require them to report the times they did it.
