The leadership of organizations typically gets older and older, and they don't bring on enough young people to keep it down.
Their claim to be maintaining a continuous attitude towards the world not believable when they can't even maintain anything like a consistent age profile.
What about having organizations which have some kind of rule to this effect? It would be a white-line, explicit way to remind them to stay young. It would definitely increase the variance in performance of organizations... and could be cheated around, I suppose. But it'd also remove a lot of fossils. Kind of like how property tax forces land to constantly turn over and be re-used.
